How the EU Can Reset Its Adaptation Partnership with Africa

The Africa-Europe adaptation partnership is facing significant challenges, particularly around adaptation finance.

Despite optimistic rhetoric from the 2022 EU-AU Summit, Africa remains frustrated by the widening finance gap and a lack of transparency, while the EU is fatigued by criticism. With COP29 approaching, addressing barriers to adaptation cooperation is crucial. Africa, one of the most climate-vulnerable regions, faces a growing adaptation funding gap, and despite the EU being a leading donor, its contributions are seen as insufficient and poorly targeted. Geopolitical tensions and fragmented European climate agendas complicate efforts, threatening the balance of this critical partnership.
